Understanding Why Health and Safety Committees Are Important

The purpose and structure of a Health and Safety Committee help keep workplaces safe and healthy for everyone. These committees are made up of employer and employee representatives who work together to identify risks, fix problems, and follow health and safety laws.

The main purpose of a Health and Safety Committee is to improve workplace health and safety by:

  • Checking for hazards that can cause accidents or illness.

  • Helping the workplace meet legal health and safety requirements set by the Department of Employment and Labour in South Africa.

A well-structured committee makes these tasks easier. The structure usually includes:

  1. Membership: The committee has both employer representatives (such as managers or supervisors) and employee representatives, including health and safety representatives. South African law requires a balance between the two sides.
  2. Chairperson: Often an employer representative or someone appointed by the employer. The chairperson leads meetings and ensures the committee stays on track.
  3. Health and Safety Representative(s): Employees elected by workers to speak about their concerns and participate in finding solutions.
  4. Secretary: Keeps records of meetings, notes decisions, and follows up on actions agreed in the meetings.
  5. Meeting Schedule: Committees must meet regularly, at least once every three months, or more often if needed.
  6. Focus Areas: Each meeting reviews workplace inspections, incident reports, and worker concerns. The committee then decides on safety improvements or training needed.

In South Africa, the Health and Safety Committees are guided by the Occupational Health and Safety Act. The Act says if there are 20 or more employees, a committee must exist. Workplaces with fewer employees might have a Health and Safety Representative instead.

By having a clear purpose and structure, Health and Safety Committees make it easier to act quickly and effectively on safety issues. They help reduce accidents and create safer, healthier workplaces.
