Procurement Methods in Construction Projects are the ways clients choose to appoint contractors and consultants to deliver a building or infrastructure project. These methods affect the project’s cost, time, quality, and risk distribution. Understanding different procurement methods helps quantity surveying learners select the right approach for each project.

Main Ways to Procure Construction Projects

There are three common procurement methods used in South African construction:

  1. Traditional Method (Design-Bid-Build)
    Here, the client hires a consultant team (architect, engineers) to design the full project first. Then, contractors bid on the completed design. The lowest bidder usually gets the contract. This method separates design and construction clearly. It works well if the client wants full control over design before building.
  2. Design and Build
    In design and build, the client appoints one main contractor responsible for both design and construction. This saves time because design and construction overlap. It also gives the contractor more freedom to manage materials and methods. However, the client has less direct control over design changes.
  3. Construction Management
    This method involves a construction manager who acts as the client’s agent. The construction manager manages multiple trade subcontractors separately. The client holds contracts with each subcontractor, reducing risks of contractor insolvency. It offers flexibility in design and construction but requires close client involvement and strong management skills.

Other Procurement Types

Besides the main three, other procurement methods include:

  • Management Contracting – Similar to construction management but the main contractor manages subcontractors.
  • Public-Private Partnerships (PPP) – Long-term contracts combining public sector services with private sector investment.
  • Turnkey – Contractor designs and completes the project, handing over a ready-to-use facility.

Each procurement method suits different project sizes, complexity, and client priorities. The traditional method offers clear price competition, design and build speeds up delivery, and construction management adds flexibility.

Quantity surveyors must understand these methods to advise clients on costs, risks, and procurement strategies. Knowing how procurement methods shape contracts and project flow is key to successful construction project management in South Africa.
